Tunisia sees budget deficit narrowing to 6 pct/GDP in 2013

TUNIS (Reuters) - Tunisia's budget deficit should narrow to 6 percent next year from 6.6 percent of GDP expected in 2012, the central bank governor said on Friday, indicating economic recovery in the cradle of Arab Spring revolts may take longer than anticipated.

Chadli Ayari, who took over in July after his predecessor was sacked, also said a 3.5 percent economic growth in 2013 was achievable while the government bets on 4.5 percent up from 3.5 percent it expects this year.

Ayari did make direct references to the government's growth projections, but he went as far as predicting that the local economy, which is heavily anchored to the now-troubled euro zone, may not fully recover in 2014.

"2014 will not be the year of recovery for the Tunisian economy. It is still a year of transition that may see the premise of recovery," Ayari told reporters.

"A 3.5 percent growth is possible (to achieve) in 2013," he added.

Government statistics show GDP growth stood at 3.5 percent during the first half of 2012.

The Tunisian economy is gradually recovering from last year's political turmoil but faces problems as a result of the crisis in the euro zone, the main market for its exports and the source of a majority of tourist visitors.

It has however held a steady course on inflation, interest rates and exchange rates even in the turmoil that followed President Zine al-Abidine Ben Ali's ousting in January last year.

But a string of resignations, including that of the finance minister and the central bank governor, appears to indicate that holding that line may not be easy. For years, Tunisia has had the highest GDP per capita in the region and post-revolution expectations from its 10-million population are high.

Orange, Calif., Sept. 28, 2012 Routine screening for psychiatric, cognitive and social problems could enhance the quality of care and quality of life for children and adults with epilepsy, according to a study by UC Irvine neurologist Dr. Jack Lin and colleagues at the University of Wisconsin-Madison and Amedeo Avogadro University in Italy.

Physicians who treat those with epilepsy often focus on seizures, Lin said. However, patients show an increased prevalence of psychiatric issues (mood, anxiety or attention-deficit/hyperactivity disorders), cognitive disorders (in memory, language or problem solving) and social difficulties (involving employment or personal interactions). The relationship between epilepsy and these complications is complex and poorly understood. Lin said they may present greater problems for a patient if left untreated.

Study results appear today in The Lancet.

"Screening for psychiatric, cognitive and social comorbidities is essential not only in established cases but also with newly diagnosed epilepsy," Lin said. "By doing so, we can ensure that these issues are treated and that patients have a better quality of life."

He emphasized that screening should also be conducted prior to any new drug treatment.

Problems that occur in conjunction with childhood and adult epilepsy are referred to by doctors as comorbidities, meaning that they have a greater than coincidental chance of appearing alongside each other though there is not necessarily a causal relationship between them.

The study suggests a number of possible factors responsible for these comorbidities, including the characteristics of epilepsy and its medication protocol, underlying brain disorders, and epilepsy-related disruptions of normal neurodevelopment and aging.

While experts have begun to recognize the effects of psychiatric, cognitive and social comorbidities in epilepsy, Lin noted, gaps remain in the early detection, treatment and prevention of these issues.

The same old bad argument against gay marriage | Pharyngula

Riley Balling, patent attorney, is certain that gay marriage will affect his marriage. Why? Well, he splutters on in a long op-ed in the Star Tribune, but all he manages to say is the children, because?the children, that?s why.

For many of us who favor traditional marriage, marriage is about raising children in a healthy environment. Thus, any change to the definition of marriage affects our marriage. Our ?traditional? marriages and the children they produce are our greatest source of happiness, and we desire that our children will live in a world that will promote their ability to make the same choices that brought us happiness.

Shorter Riley: ?I have defined marriage, and marriage is defined this way, and therefore changing the definition of marriage changes marriage by definition. Oh, and my marriage is all about pooping out kids, therefore your marriage damn well better be too.?

You know, my marriage is pretty much the very definition of straight, conventional, and middle class: I married the girl next door when we were in our twenties, we had three children approximately 3.5 years apart, we have a mortgage and live in a nice middle class neighborhood, we sent the kids to public school, they grew up, they moved out and got jobs and lives of their own. If there?s a poster for the standard nuclear family, just like one in a 1950s sitcom, we?re on it.

But our marriage was about us, not the kids. We got married because we loved each other and wanted to make a partnership in all things?and kids weren?t even on our radar in the beginning. We were finishing our educations. Our marriage was about cooperation and sex and shared interests and mutual respect. We also had kids later on, and we were happy about that, but that was never solely what our relationship was about, and we?d still be happy together even without them. We had our last child in 1990; finishing that chore did not lead to the dissolution of our partnership. We now have a completely child-free home, and we?re not at a loss for things to do with our lives.

So I can appreciate that if Riley and his spouse want to marry to build a home for kids, that?s just wonderful, they can do that with no obstacles from me ? I won?t be sponsoring bills to prohibit his reason for getting married. But I hope for the sake of his and his wife?s sanity and happiness that they also have additional reasons to want to live together. They don?t have to have all of our reasons ? if he doesn?t need a mutual support partnership to get through the strains of graduate school, that?s fine ? but I don?t understand why he can?t grasp the idea that people have a huge cloud of reasons to find happiness and productivity in a long-term relationship, and that not everyone will have an identical set of reasons.

There are many who tout the modern definition, and we are susceptible to these influences. As we listen to these influences, we change our view of marriage and our marital relationship accordingly. Same-sex marriage will only increase these influences and make it harder to promote traditional marriage.

Yes! Exactly! Our view of marriage will?evolve!

Mr Riley seems to be a Mormon (and isn?t it sweet that the Mormons continue their tradition of afflicting other states outside of Morridor with their narrow and bigoted views?). I presume he?s not in a polygamous relationship. Or is he trying to argue that we should promote the 19th century traditional Mormon marriage?

Why should we accept the dogmatic views of a member of a freaky-assed Christian cult as an authority on what constitutes ?traditional marriage?? We?re in Minnesota! Clearly, that means we should only listen to lonely Norwegian bachelors of the Lutheran persuasion? or was that a second-generation Hmong medical student? Or a recent immigrant from Somalia? Or maybe we should be really traditional, and consult the Dakota elders on one of the Indian reservations ? they?re the ones who?d have a good handle on exactly what the longest tradition on this bit of earth has been.

Or, just maybe, we should let people living in the now decide what social arrangements give them the greatest satisfaction, happiness, and success.

Although not all are able to participate in a traditional marriage that yields children, we all benefit by its establishment in creating strong homes for the next generation with strong direction from self-sacrificing parents. The disestablishment of this ideal affects us all.

OK. But, you know, ?creating strong homes for the next generation with strong direction from self-sacrificing parents? sounds precisely like what some gay families want to do. Why don?t we let them?

I also don?t think that telling everyone that there is this magical ideal which is the sole purpose for marriage is a good idea. Some people are not suited to, or not interested in, having children. Are we going to tell them that they can?t get married unless they buy into Riley Balling?s narrow definition of what marriage is for, even if they?re boring straight people? Are we going to stop by their house after they?ve been married for a few years and chastise them if the woman hasn?t gotten knocked up yet?

Also, I?ve got to say that if your ideal is the two-person heterosexual lifelong relationship, the greatest enemy of that are the patriarchal religious assholes who turn a partnership into a prison for women?who naturally and intelligently want to escape. If we really want to improve the likelihood of progeny-producing stable relationships, I say we should ban religious marriages, not gay ones. Godless relationships based on romantic love all the way! Yes, the only marriages allowed should be marriages exactly like mine.

I?m sure Riley Balling will be able to sympathize with that sentiment. We have found common ground.

Nissan Terra concept takes you and your fuel cell off the beaten path

Your average fuel cell powered car is something like the Mercedes B Class F-Cell: tiny, light and hugely efficient. Nissan is trying to break that rather restrictive preconception with its latest concept, the Terra. Like its cross-prefixed predecessor, the Xterra, and similarly quirky Juke, the Terra is designed to take the rougher road while cosseting its occupants in a particularly trick interior featuring both a dashboard that's actually a removable tablet. The idea is you can take it inside and keep tabs on your car, but we wonder what happens when you leave it sitting by the bed as you groggily stagger out to your vehicle in the morning.

Impractical concept car interior design decisions aside, the machine is powered by a trio of electric motors (yes, three) driving all four wheels and receiving their power from Nissan's latest hydrogen-powered fuel cell. Nissan says this unit costs just one sixth that of its predecessor, but presumably such a system has a long way to go before it can be placed in a reasonably priced machine. No word on what this might cost -- if indeed it ever goes into production. This one, we think, isn't too likely.

QuickBooks Online Goes Global | Small Business Trends

Accounting software for small businesses has traditionally been focused on all things local ? local tax laws, local taxes, local accounting standards, and more. That?s why it can be difficult for many small businesses to go global or cross over borders, especially without taking the time to grow first.

However, small businesses received some good news this week when Intuit announced its new version of QuickBooks Online that is now available to businesses around the globe.

This change means that small multinational businesses or businesses operating outside the U.S. can use the software to create localized invoices, pay bills, and track expenses based on standards from wherever the business is located. Users can personalize currency and formatting according to their country?s standards. The program can also help businesses process taxes, sales, and more.

This could mean big things for small businesses around the globe. Previously, features of QuickBooks and similar programs weren?t available to businesses headquartered outside the U.S. or a select few other countries. The new global version eliminates many of the borders and hoops that these small businesses had to jump through in order to become multinational or operate in other countries.

The program, which has already been used by businesses in over 130 countries since its beta launch in July, is also customized for local impact. This means that not only can users customize settings like languages, but they can also input specific cultural information so that they can get the most out of the program and make it meet the specific needs of their business?s home base.

The program maintains all the QuickBooks Online features that thousands of businesses already use, such as centralized forms, expense and income tracking, reporting tools, cloud usability, and more.

There are three different versions of the software available, including QuickBooks Simple Start, QuickBooks Essentials, and QuickBooks Plus. Costs start at $15 per month, and vary based on which features are needed.

Athletic director Tom Osborne retiring at Nebraska

LINCOLN, Neb. (AP) ? Tom Osborne, who put together one of the most successful coaching runs in college football history before serving in Congress and taking the reins as Nebraska's athletic director five years ago, is retiring.

The 75-year-old Osborne announced at a news conference Wednesday that he would step down Jan. 1, though he will stay for an additional six months to assist in the transition to a new athletic director.

"At some point, whether you're able to function or not, just the perception that you're getting old can get in the way," Osborne said. "I don't want to be one of those guys everybody is walking around wringing their hands trying to figure out what are we going to do with him? That happens sometimes."

Osborne, who had double-bypass heart surgery in 1985, said he has no health issues that led to his decision.

"I'm probably healthier today than when I was a member of Congress. That takes a big toll on you," he said.

Basketball coach Tim Miles tweeted news of Osborne's retirement announcement shortly before Osborne spoke to reporters. Miles said Osborne leaves "an unreal legacy" at Nebraska.

Associate athletic director Jamie Williams, who played tight end for Osborne in the early 1980s, said, "They don't make a lot of Tom Osbornes. There aren't a lot of living legends left that you can rub elbows with every day. For him to say he's going off to pasture, I told him we have more dragons to slay. Sometimes fishing becomes more important."

Osborne said he told chancellor Harvey Perlman in August that he planned to retire after the football season. Perlman said a search firm had been hired to identify candidates to succeed Osborne, and that he has already interviewed some of them.

"The decision will be his," Osborne said, referring to Perlman. "I'll support him any way I can."

Besides the success his Cornhuskers teams enjoyed from 1973-1997, Osborne served in Congress and lost a gubernatorial bid before returning to the university in 2007 to take over the athletic department. He oversaw the rebuilding of the football program he loves and shepherded the school's move from the Big 12 to the Big Ten.

Under Osborne's watch, the athletic department has built a new basketball practice facility and entered into a public-private partnership to build a 16,000-seat basketball arena in downtown Lincoln that will open for the 2013-14 season. He also oversaw an expansion project that will increase Memorial Stadium's capacity to more than 90,000 next year.

Perlman had asked Osborne to take over the athletic department at a time of turmoil. The football program was struggling under Bill Callahan, and staff morale was low under athletic director Steve Pederson.

Osborne recalled Wednesday that when he first met with athletic department executives, a few of them told him they were receiving counseling because of stress. Several staff members either had quit or were considering quitting.

"I wouldn't say things were awful," Osborne said, "but things were a little fragmented. Some people had quit and some people were thinking about quitting. People pulled together very quickly. Hopefully, it has worked out well."

Osborne fired Callahan after the 2007 season and hired Bo Pelini, who made the Huskers competitive again and led them to the Big 12 championship game in 2009 and 2010. Among Osborne's other key personnel moves: hiring Miles from Colorado State last March to coach the men's basketball program and hiring former major-leaguer Darin Erstad in 2010 to coach baseball at his alma mater.

Osborne is most widely known for his coaching. Every one of his 25 teams won at least nine games, and three of his last four teams won national championships. He retired with a career record of 255-49-3, an .836 winning percentage that ranked fifth all-time among Division I coaches, and 13 conference titles. He was inducted into the College Football Hall of Fame in 1998, the year after he retired.

Osborne turned to politics after his coaching days. By overwhelming margins, voters in the western Nebraska district elected him to the House of Representatives in 2000, 2002 and 2004. In perhaps the greatest upset in Nebraska political history, Osborne lost to incumbent Dave Heineman in the 2006 Republican gubernatorial primary.

Osborne finished his third term after the crushing defeat, then returned to the University of Nebraska-Lincoln, where he taught classes in leadership and business ethics before taking the reins of the athletic department.

"I feel we're well positioned," Osborne said. "We worked hard on the culture and part of that has not just been internal. We've tried to link this place with the former players. ... Whatever we've accomplished couldn't happen if we didn't have a united fan base. It would be hard to find one equal to our fans around the country. It allows a program in a state of 1.8 million to be competitive with programs in densely populated areas."

Perlman praised Osborne for stabilizing the athletic department.

Language use is simpler than previously thought, study suggests

ScienceDaily (Sep. 25, 2012) ? For more than 50 years, language scientists have assumed that sentence structure is fundamentally hierarchical, made up of small parts in turn made of smaller parts, like Russian nesting dolls.

A new Cornell study suggests language use is simpler than they had thought.

Co-author Morten Christiansen, Cornell professor of psychology and co-director of the Cornell Cognitive Science Program, and his colleagues say that language is actually based on simpler sequential structures, like clusters of beads on a string.

"What we're suggesting is that the language system deals with words by grouping them into little clumps that are then associated with meaning," he said.

Sentences are made up of such word clumps, or "constructions," that are understood when arranged in a particular order. For example, the word sequence "bread and butter" might be represented as a construction, whereas the reverse sequence of words ("butter and bread") would likely not.

The sequence concept has simplicity on its side; language is naturally sequential, given the temporal cues that help us understand and be understood as we use language. Moreover, the hierarchy concept doesn't take into account the many other cues that help convey meaning, such as the setting and knowing what was said before and the speaker's intention.

The researchers drew on evidence in language-related fields from psycholinguistics to cognitive neuroscience. For example, research in evolutionary biology indicates that humans acquired language (and animals did not) because we have evolved abilities in a number of areas, such as being able to correctly guess others' intentions and learn a large number of sounds that we then relate to meaning to create words. In contrast, the hierarchy concept suggests humans have language thanks only to highly specialized "hardware" in the brain, which neuroscientists have yet to find.

Research in cognitive neuroscience shows that the same set of brain regions seem to be involved in both sequential learning and language, suggesting that language is processed sequentially. And several recent psycholinguistic studies have shown that how well adults and children perform on a sequence learning task strongly predicts how well they can process the deluge of words that come at us in rapid succession when we're listening to someone speak. "The better you are at dealing with sequences, the easier it is for you to comprehend language," Christiansen said.

The study by Christiansen and his colleagues has important implications for several language-related fields. From an evolutionary perspective, it could help close what has been seen as a large gap between the communications systems of humans and other nonhuman primates. "This research allows us a better understanding of our place in nature, in that we can tie our language ability, our communication abilities, more closely to what we can see in other species. It could have a big impact in terms of allowing us to think in more humble terms about the origin of language in humans," Christiansen said.

The research could also affect natural language processing, the area of computer science that deals with human language, by encouraging scholars to focus on sequential structure when trying to create humanlike speech and other types of language processing, Christiansen said. He pointed out that machines already successfully perform such tasks as translation and speech recognition thanks to algorithms based on sequential structures.

The study, "How hierarchical is language use?" was published Sept. 12 in the Proceedings of the Royal Society B: Biological Sciences. The research was funded by the European Union, the Netherlands Organization for Scientific Research and the Binational Science Foundation.
